In fact, what he is doing,
is actually "repositioning the PS, to the centre",
promoting it again, as between 1976 and 1978,
as a "key party" of the regime.

I am always a bit surprised when I hear
people praising António Costa's skills.
It is not because I think he is not skilled.
I may even admit that he is.
But the truth is that, until now, he has never needed to be.
When everything depended on him alone,
things did not always go well.
Fico sempre um pouco surpreendido
quando ouço louvar a habilidade de António Costa.
Não é porque ache que ele não é hábil.
Admito até que seja.
Mas a verdade é que, até agora, nunca precisou de o ser.
Quando tudo dependeu só dele, aliás,
as coisas nem sempre correram bem.
Do you remember the 2015 elections?
Costa faced the first government,
which had to govern under dire circumstances,
of an international bail-out program,
with strict rules and no autonomy,
that could not use inflation to cover wage cuts and pensions.
Before the elections, all polls gave Costa a comfortable majority.
To the general surprise, Costa lost the elelctions.
True: the PSD and the CDS did not repeat
their absolute majority.
But Costa, without having to answer for the austerity program,
offered the Socialist Party
its second worst electoral result since 1991.
Skill?

Costa enfrentou o primeiro governo
que não pôde usar a inflação
para dissimular cortes de salários e de pensões.
Toda a gente, antes da votação,
tentava adivinhar o tamanho da sua maioria.
Para surpresa geral, Costa perdeu.
É verdade: PSD e CDS não repetiram a maioria absoluta.
Mas Costa, sem ter de responder pela austeridade,
impôs ao PS o seu segundo pior
resultado eleitoral desde 1991.
Habilidade?
On this electoral Sunday, in 2015,
no one would have dared to identify Costa,
as the antidote to the slow death of European socialism.
But in Portugal, it was not just the Socialists
that did not convince the electorate.
The Communist Party (PCP) and the radical BE
had managed to stifle the local imitations
of the radical Spanish Podemos.
But even the "biggest crisis of capitalism"
did not give these radicals more votes in 2015
than they did in 2009.
With the CGTP (the communist trade union) dying,
the PCP decided to use the Socialists
to prevent more "neo-liberal" reforms,
and the radical BE followed suit.
Therefore Costa, after been defeated at the polls,
came to power by forming a government
with a paliamentary majority of socialists-communists- marxists.
Abiliity?
Nesse domingo de 2015,
a ninguém teria ocorrido
identificar Costa como o antídoto
contra o definhamento do socialismo europeu.
Mas em Portugal, não era só o PS
que não convencia o eleitorado.
O PCP e a BE tinham conseguido
abafar as imitações locais do Podemos.
Mas nem a “maior crise do capitalismo”
lhes deu em 2015 mais votos do que em 2009.
Com a CGTP a esvaziar-se,
o PCP decidiu usar o PS
para impedir mais reformas “neo-liberais”,
e o BE seguiu-o.
Eis Costa, depois de derrotado, no governo.
Habilidade?
But not everything was still safe.
There was a huge risk that investors might lose trust,
or the budgetary balance,
on which European funding depended,
forcing the radical majority to vote for austerities.
The support of PCP and BE even allowed for cuts in investment
and especially cut in public services,
with no one to shout in the streets,
that they were destroying the social state.
But would that be enough?
Luck, however, knocked a second time on Costa's door,
this time in the form of the best financial circumstances
of the last twenty years,
with the combination of low interest rates, cheap oil,
an increased in tourism and exports,
while the banks were more able
to stimulate private consumption.
Ability or cunning?
Nem tudo ainda estava seguro.
Havia o risco de os investidores desconfiarem,
ou de o equilíbrio orçamental,
de que dependia o financiamento europeu,
obrigar a maioria radical a votar austeridades.
O apoio do PCP e do BE permitiu cortes no investimento
e nos serviços públicos,
sem haver ninguém para gritar nas ruas
que estavam a destruir o Estado social.
Mas iria chegar?
A sorte, porém, bateu uma segunda vez à porta de Costa,
desta vez sob a forma
da melhor conjuntura dos últimos vinte anos,
com a conjugação de juros baixos, petróleo barato,
um aumento no turismo e as exportações,
e bancos outra vez a estimular o consumo.

The general outlook improved,
but still it was not enough for the political analysts
to foresee an absolute majority in 2019.
At times, especially in the summer of 2017,
between the devastating fires
which killed over a hundred people,
and the robbery of dangerous military armament,
it seemed that luck had left Costa.
But it did not.
Last week, lo and behold, Rui Rio,
the recently elected new leader of the PSD,
came to deliver the PSD in Costa's hands,
as the fourth partner of the governmental contraption.
Suddenly, Costa was faced with an opposition
desirous only in having "work meetings" with him.
Abiliity?
Os auspícios melhoraram,
mas ainda assim não o suficiente para os sábios
admitirem uma maioria absoluta em 2019.
Por momentos, no Verão de 2017,
entre os incêndios devastadores
que causaram a morte de dezenas de pessoas
e o roubo de armas militares perigosas,
até pareceu que a sorte o tinha abandonado.
Não tinha.
A semana passada, eis que Rui Rio,
o recém eleito presidente do PSD,
lhe vem entregar o PSD nas mãos,
como o quarto sócio da geringonça.
De repente, Costa passou a ter pela frente
uma oposição desejosa
apenas de ter com ele “reuniões de trabalho”.

The PSD was insisting on the leftist drift of the socialists,
committed to the radical PCP and the BE,
and the socialist incompatibility with any kind of reforms.
If the Portuguese wanted a reformist government,
they would have to vote for the PSD or the CDS.
It might not be enough to win in the elections in 2019.
But it was at least an attitude of opposition.
Rui Rio broke away from all this.
By shifting the party's influence towards the Socialists,
he made clear that the PSD was actually adrift.
By proclaiming that reforms can only be done with the Socialists,
Rio has made the Socialists the arbiter of reform.
Rio says it is "refocusing" the PSD.
In fact, what he is doing is "refocussing the PS",
promoting it to a "key party" of the regime.
O PSD vinha a insistir na deriva esquerdista de um PS
comprometido com o PCP e o BE,
e na incompatibilidade socialista com quaisquer reformas.
Se os portugueses quisessem um governo reformista,
teriam de votar no PSD ou no CDS.
Talvez não chegasse para ganhar em 2019.
Mas era, pelo menos, uma atitude de oposição.
Rui Rio desligou-se de tudo isso.
Ao deslocar-se em direcção ao PS,
mostrou que quem estava em deriva era o PSD.
Ao proclamar que as reformas só podem ser feitas com o PS
fez dos socialistas os árbitros do reformismo.

Perhaps Antonio Costa had never dared to ask for so much luck.
One week after being elected,
Rio relaunched the eternal discussion
about what the PSD was really about,
and waged an internal war with its parliamentary group.
In 2019, Costa will be able to point to a divided PSD
struggling with an identity crisis,
and ask the Portuguese if there is no other alternative.
It is not even worth disguising:
Rui Rio promises to be for António Costa,
the electoral talisman that Santana Lopes was,
for José Sócrates in 2005,
leading to the first ever electoral majority for the socialists.
Bad news for those, who are still waiting
to confirm the legendary ability of António Costa.
With things developing on these lines,
we run the risk of never getting to see his so-called skills/ability.
Only his extreme cunning, like that of a fox!

Numa semana, Rio relançou ainda a eterna discussão
sobre o que é o PSD,
e arranjou uma guerra com o seu grupo parlamentar.
Em 2019, Costa vai poder apontar para um PSD dividido
e em crise de identidade,
e perguntar aos portugueses se de facto há uma alternativa.
Não vale a pena disfarçarmos:
Rui Rio promete ser para António Costa,
o talismã eleitoral que Santana Lopes foi
para José Sócrates em 2005,
que obteve o único maioria eleitoral para os socialistas de sempre.
