Mário Centeno, o novo futuro presidente do Eurogrupo

 Gigantes mundiais pedem a Centeno que “resolva primeiros os problemas em casa” 

World giants urge Centeno to "first solve the financial problems at home"

O grupo de maiores investidores mundiais, 

incluindo a BlackRock e a PIMCO, 

avisam que Mário Centeno só terá sucesso na sua missão 

como presidente do Eurogrupo 

se primeiro resolver os problemas em Portugal, 

e pedem que sejam retomadas as negociações em relação 

às obrigações do Novo Banco transferidas para o BES ‘mau’.

The group of the world's biggest investors, 

including BlackRock and PIMCO, 

warn that Mário Centeno will only succeed in his mission 

as president of the Eurogroup 

if he first solves the problems in Portugal 

and asks that negotiations be resumed 

regarding the obligations of the New Bank 

transferred to the "bad" BES.

Na missiva, na qual o grupo dá os parabéns a Mário Centeno 

pela eleição para o novo cargo, 

os investidores lembram que estão entre os investidores institucionais 

que “o Banco de Portugal discriminou” depois de separar o BES 

num banco mau e num banco bom. 

“Como sabe, os nossos investimentos foram transferidos ilegalmente 

para o banco ‘mau’ quebrando o princípio universalmente aceite 

de ‘pai passu’, o tratamento igual de obrigacionistas senior”, 

dizem os investidores.

In the letter, in which the group congratulates Mário Centeno 

on his election to the new post, 

the investors reminds him 

that they were among the institutional investors 

against whom the "Banco de Portugal" discriminated" 

after separating BES into a bad bank and a good bank. 

"As you know, our investments were transferred illegally 

to the bad bank, 

breaking the universally accepted principle of 'pai passu', 

the equal treatment of senior bondholders," 

investors say.

“Sendo nós alguns dos maiores investidores institucionais do mundo 

gerindo 7 biliões de dólares.

Nesse sentido, pedimos que corrija os erros do passado 

e continue a trabalhar connosco 

para lidar com os temas da desigualdade e falta de confiança 

que ainda existem em Portugal”, 

porque “estes assuntos caem dentro do seu novo mandato, 

já que minam a certeza jurídica 

e a igualdade que o BRRD (Diretiva Recuperação e Resolução Bancárias) 

deveria criar para a zona euro como um todo”.

managing 7 billion dollars. 

In that sense, we ask that you correct the mistakes of the past 

and continue working with us 

to deal with the issues of inequality and lack of trust 

that still exist in Portugal," 

because "These issues fall within your new mandate, 

since they undermine the legal certainty and equality 

that the BRRD (Bank Recovery Directive) 

should create for the eurozone as a whole."

Apontam que, ao contrário do que Mário Centeno afirmou 

ao Financial Times, 

Portugal, em dezembro de 2015 e “sob a sua supervisão”, 

não cumpriu com as regras. 

“Nós como investidores que foram discriminados, 

ainda avaliamos hoje os resultados 

das decisões tomadas pelo Banco de Portugal”. 

E alertam que, 

“para se tornar verdadeiramente num ‘presidente neutral’ 

como afirmou ao Financial Times, 

deve garantir que as autoridades portuguesas” 

retomam as negociações com o grupo de investidores.

They point out that, 

contrary to what Mário Centeno told the Financial Times, 

Portugal in December of 2015 and "under his supervision", 

did not comply with the rules. 

"We as investors, who were discriminated against, 

we are still evaluating the results of the decisions 

taken by the Bank of Portugal." 

And they warn that "to truly become a 'neutral president' 

as Centeno told the Financial Times, 

he must ensure that the Portuguese authorities

"resume negotiations with the investor group".

Apesar das agências de ratings “poderem ter-se esquecido 

dos erros cometidos por Portugal no passado, 

os investidores internacionais não esqueceram”. 

Lembram que a transferência de obrigações do Novo Banco 

não só afectou fundos de pensões e aforadores particulares 

que investiram nos fundos daqueles gigantes mundiais 

como deixou uma “mancha na credibilidade de Portugal 

e fez subir os custos de financiamento do país 

numa altura em que o seu sistema bancário precisa muito de apoio”.

"Although the ratings agencies "may have forgotten 

the mistakes made by Portugal in the past, 

the international investors have not forgotten." 

They note that the transfer of New Bank bonds 

not only affected pension funds and private savers 

who invested in the funds of those world giants 

as it left a "stain on Portugal's credibility 

and raised the country's financing costs 

at a time when its system needs a lot of support."
