Costa's dancing the fandango with the radicals, didn't pay-off.

What the Socialists had to offer to form a government was just NOT enough.
The Socialists have been inviting the radical communists and extreme
radical BE for agreements in order to become PM:

The PS had to give in to the BE 
and accepts to restore wages already in 2016, 
increasing pensions and promises not to cut the TSU 
The bargaining agreement between the PS and the BE 
provides that salaries of the civil servants will be gradually returned in 2016. 
The next agreement will be to end the exams 
for the 1st school cycle and change the law of abortion, 
but there is no agreement yet on the increase of the minimum wage.

BUT HOW MUCH EXTRA WILL THIS COSTS THE TAXPAYERS?

The agreement between the two parties involves an increase in the costs 
of the salaries of the civil service by 200 million euros, 
just in the first quarter of 2016. 
The total cost of ceeding to the radical BE
 implies, an increase of 400 million euros 
above that which was foreseen by the Socialists in their electoral program.

Well, the PS has literally dropped its pants all across the board, 
firstly with the TSU (Single Social Tax), 
then with the general increase in the wages, 
the hospitals, changing the abortion law, 
the replacement of the cuts of the FP (Civil Servants´) wages, 
and still an increase the minimum wages and the pensions. 
All this without even knowing whether the socialists 
would be asked to form a government!  
In this scenario, the PS would have taken a huge hot potato in hands, 
trying to find a way to compensate for the enormous deficit that these measures of the BE 
will create. 
(Knowing Mr. Costa it would mean more fees and more taxes).

In these negotiations, the PS has been dancing a fandango 
to the BE´s demands and requirements. 
What comes as a brutal shock, is the enormous lack of spinal force of the PS! 
So far the PS has accepted everything without, 
even, having a commitment in writing. 
Costa´s strategy is to see with how much he can get away with, 
but it has been unimaginable that the PS would get on its knees 
with outstretched hands before... Catarina Martins, 
whose nickname has become "the annihilator of the socialists". 
And there is still the communist party. 
What will  the PCP demand of the socialists?  
We can just imagine the PS negotiating with the PCP, 
telling them they would have to accept the single currency 
and the PCP would answer: "Never in this world! "
These negotiations will not be the end of the PS 
but many socialists will abandon the party 
because of the radical BE and the PCP. 

But Cavaco Silva has rejected the "non-agreement" of the socialists 
with the radical left-wing parties and imposed the PSD/CDS 
to form the next Government.
C'est la vie!
